- Preheat oven to 350°F (175°C).
- Melt butter, whisk in flour, cook 90 seconds to form a light roux.
- Slowly whisk in warm broth, simmer until thickened, about 5 minutes.
- Remove from heat, stir in sour cream and half the green chiles. Season with cumin, garlic powder, salt.
- Combine shredded chicken, 1 cup cheese, and remaining chiles in a bowl.
- Warm tortillas in a dry skillet, 15 seconds per side.
- Fill and roll tortillas, place seam-side down in a greased baking dish.
- Pour sauce over the top, sprinkle remaining cheese.
- Bake uncovered 20 to 25 minutes until golden and bubbling.
- Rest 5 minutes before serving.
